Historic South Initiative – Section 3 Hiring Notice

Historic South Initiative (HSI) is performing HOME- and CDBG-funded construction work in the Old South End. Under HUD Section 3 (24 CFR Part 75), HSI is required to direct employment, training, and contracting opportunities—to the greatest extent feasible—to low- and very low-income residents and Section 3 business concerns.

To comply with federal requirements and recent guidance from the City of Toledo Department of Housing & Community Development (DHCD), HSI is actively recruiting workers for these projects.
All hiring for covered work occurs through the Project Labor Agreement (PLA) and must be dispatched by the appropriate union hiring hall.

Residents interested in the construction trades are encouraged to contact the unions below for information about apprenticeships, training opportunities, and hiring hall procedures.
